THE CAPITAL
AFTER THE COUNTRY.

London does not call itself one hive among many. It calls the others provinces.

When central government failed, London retained state archives, financial systems, security institutions and sealed infrastructure beneath the old capital.

The emergency administration declared the City of London Hive a separate jurisdiction and later the First Prefecture. Continuity became its legal doctrine. If the institutions survived, London argued, their mandate survived with them.

Its power travels through permits, credit access, freight schedules and Lockhead security contracts. Neo Victoria receives London orders. Whether it obeys them is another matter.
